of Section 19 of the Principal Act,-
(1) In sub-section (1), instead of the words "employees who have worked at least five years at the eleventh level or at the twelfth level" the words "employees working at the twelfth level or at least five years at the eleventh level based on seniority and performance evaluation" have been placed.
(2) After sub-section (1) the following sub-sections (1A) and (1B) have been added:- "(1A) In order to be appointed to the post of secretary in accordance with sub-section (1), one must have passed the high-level management training prescribed by the Government of Nepal.
(1B) The appointment of the Secretary will be made by the Government of Nepal on the recommendation of the promotion committee as follows:-
(a) Chairman of the Public Service Commission or a member of the Public Service Commission appointed by him - Chairman
(b) Members of the Public Service Commission appointed by the Chairman of the Public Service Commission. (c) Chief Secretary – Member (d) Experts in related subjects nominated by the Public Service Commission - Member (e) Secretary to the Ministry of General Administration – Member – Secretary”
